part in Survey about One Way System for Longford Road and
its effects on surrounding roads etc
This
issue seeks to examine options to deal with the
long-standing problems of Longford Road being 2 way such as
delays, speeding, over-use, lack of parking which will only
increase as traffic flow increases, especially as town
regeneration progresses — more visitors etc. There are
safety issues including speeding, pedestrian risk, vehicles
driving on the pavement and other unsafe parking habits.

Chemist in Queensway to go Independent

July 2023 According to a notice in the
store, the chemist retail chain will not be running the
shop but it also goes onto say that the chemist will
continue as a local independent chemist. We were
told that a name had not yet been fixed but that the
change was likely in August2023 or thereabouts.
Arun Council new administration
picks up on Bognor Regeneration

July 2023 The Economy Committee at Arun
at its first meeting since the new Lab-Green-LibDem-Ind
Alliance took over has decided to take a new route on
Bognor's Regeneration. In a question from Jan
Cosgrove, Committee Chair Cllr Roger Nash (Lab) said that
Arun was now engaged in examining various options - the
question stated that the Annual Electors Meeting in March
in Bognor had called for the theatre improvements to be
the first phase of a full Regeneration . Read the

Bognor
Regis Town Council elects Mayor for 2023/24
Returning as a Town Councillor for the
first time in quite a few years, Councillor Francis Oppler
found himself taking over as Mayor at the Council’s Annual
Meeting on Monday (22nd May). He took over from
Cllr John Barratt, whilst Cllr Claire Needs was appointed as
Deputy Mayor.

Scandal
of Not-Voted-For Parish Councillors worsens in Arun -
Updated Report
The Herald has reported
previously, through a major Report on the work of Parish
Councils in the Arun District, on the problems faced by
Parish Councils where there are not enough candidates to
trigger a Ballot of Electors. The Report pointed out
that such Councils spend between them around £2.5m a year of
council tax payers money and that all 24 Parish Councils in
Arun spend around £5 million annually of our
money. Now One Bognor has sent its updated
Report to all Arun Councillors elected in May 2023 as well
as the local MP, Parish Council Clerks and others, calling
for a Review of Parishing arrangements by the new
administration which will be raised at Public Questions at
the Arun Corporate Siupport Committee on 27 June.

It's clear the current system
needs overhaul, the Herald suggests a change in the law so
that in such situations electors can go the the Polls to put
a YES or a NO against names of candidates who otherwise
would be elected just because they stood, without a vote.

Local Concerns about Proposed
Development at Bilsham Rd. Yapton

Concerns have been expressed
about the BoKlok development to the West of Bilsham Rd.
Yapton. Planning ref, Y/3/22/ OUT.
Planning permission was granted
to Landlink Estates Ltd. for 30 houses, with Outline
Planning Permission for another 110 further down the road.
(250 in prospect has also been mentioned). The site was then
sold on to BoKlok, a Swedish development company, a
subsidiary of Skanska and Ikea.
A recent flier was sent out
locally by BoKlok, which advised of a completely different
style of development, to that previously approved for
outline. The original proposal being for traditional style
and build homes. The ‘Ikea’ theme would appear to be
reflected in the new housing design, as now of modular
construction, with prefabricated assembly and predominantly
made of wood. It is unclear whether a further application
will be required to approve the new style of houses.
Residents have not yet had the opportunity to make a formal
objection to any such a change.
Alarm and concerns about the
project have included: lack of desire for a ‘new community’,
excess of houses in the area, no proposed infrastructure, or
amenities to support the development, more traffic to
already dangerous and crowded roads, and unsuitability of
proposed housing type, as incompatible with many old and
Grade11 listed buildings. A main concern, being potential
flooding and water dispersal, both in respect of the new
development and any detrimental effect on other nearby
properties.
Some of those, are already in a
flood risk area with levels 1 to 3, and the adjacent Rife (
a stream ditch, currently full and flooded over the winter)
is advised by the ADC water authority, to take run off water
from the new houses. Sustainable Drainage Systems (SUDS) are
shown on the plans, but this is untried as yet, and may not
reflect protection from overall water conditions to the area
in outcome. The report by Campbell Reith, the surveyors for
this aspect of the development, was apparently mainly done
from a desktop survey and, ‘modelling’.
A plan with this report, shows
boreholes to the edge and corners of the site. A resident
advised that one was made in the centre, but this location
was not included in either the plan or in the survey report.
This omission may explain some of the current terrain and
water difficulties, as there is apparently a historic ‘bog’
and spring in the centre of the site.
Property owners overlooking the
site for the first phase of 30 houses advised of current
progress. That there was standing water as May approached,
and a substantial part of the site had had no building since
November 2022. They also reported the arrival over time, of
water pumps in ever increasing sizes to deal with existing
water conditions. The latest on a large low- loader. Gravel
in large quantities also deposited in one area and then dug
up and transferred to another. One local described the site
as, ‘The Somme.’
Prefab wooden house
construction, generally need less concrete depth for
foundations. This would appear to conflict with methods for
unstable and flooded terrain, where either deeper
foundations, stilts, or floating floors are required, which
may create additional expenditure,
There has been a recent
development by BoKlok in Bristol: ‘Boklok on the Brook’,
which ran into some problems regarding material supply and
labour difficulties in 2022 and onwards. It was stated in
the local news, that the development was a year behind in
completion. Some buyers had to be put in local Airbnb
because of this, and their frustrations about the project
have been widely reported. The lack of build progress there,
does appear to make a mockery of the 5 properties a week
build claim, as also stated for Yapton.
It would be hoped that any
difficulties in supply, suitable foundations for the the
terrain and water difficulties in the area are met, before
any proposed development is undertaken in the Bilsham Rd.
area of Yapton.
